I read this article on the newpaper today and the heading goes,
" Free refills? No problem"

The refills meant rice!
this particular hawker have not adjusted the price of the food : it had alway been $2.
and is giving the workers free refill of rice despite the trippling of the rice prices.
but under one condition,
quoted from the newpaper
"You have to pay $3 if you don't finish it (refills of rice)."
Although the prices of the rice are hitting almost $1,400 a ton,
and he had been paying three times the price for rice then usual because of the increase in price.
Still, he doesn't mind refilling rice for the construction workers.
i thought that this was really generous of him,
he did not rise the prices of the food nor did he make people pay for refilling rice.
putting a fine on those people who doesn't finish their rice is a good deterrent against wastage.
Having the fine, it stops "kiasu" of people from coming. They would think twice about having extra rice.
Rice is very important to asian,It's the main source of food for us.
singaporeans cannot survive without rice, so when they get rice for free and unlimited refills,
they would take advantage of it.
the more they have for free, the merrier they'll be.

yum yum chicken rice. makes my stomach growl even though i just had dinner. what this hawker does is actually quite heartwarming. considering how money minded we Singaporeans(including me) are nowadays. normal hawkers would have charged 50cents for a small bowl of extra rice, like what i got charged for at Seah Imm Hawker Centre yesterday! well, i would certainly appreciate seeing more kind souls in Singapore, for the sake of my stomach and wallet. haha!

Haha yar! this particlar hawker is really kind, he doesnt even charge MORE for his food.
other places charge like 3,4 dollars more of the food. and 20cents for extra refills.

Goes to show that there are still businesses out there who are not only interested in reaping as much profits as possible, but also to contribute to society at the same time.

Given that we live in such a small country, many people are still oblivious to the fact that each and every one of us are in fact very much interlinked, although it may not be apparent on the surface. The parts that we play in this society actually make up the future of Singapore for all of us who live and play on this land.

With your particular example, we can see that the hawker is actually contributing back to the grassroots.

And applying this principle to ourselves, if we are capable, then why not?

i think this hawker is really generous. and smart. because by doing this, not only is he gaining publicity and more business for himself, he also shows the whole nation how generous he is. it was also a really smart move of him to put the fine on people who do not finsh their rice. singaporeans tend to get carried away whenever they see free stuff and rush to get it, whether or not they need it. by implementing the fine, people will think twice before going for the refill. kudos to not wasting rice! haha. and of course, to free refills! :D
